Tobias Urdin 8fe5b4b04d Bump puppetlabs-mysql support to <11.0.0

We previously capped the version of the mysql
module to the 6.x release because of issues. [1]

Now when [2] will land we are testing the latest
available mysql module version and has unpinned.
