Disable Tacker installation during beaker tests

Since Ussuri, Tacker requires sqlalchemy-filter package as a part of
its dependencies, but this package is not yet provided in Fedora,
CentOS and RDO.
We should disable installation of Tacker until these distros provie
available packages.
