ZhongShengping 1701be4573 Inconsistent package_ensure parameter name

The parameter name used to enforce package state is inconsistent across
manifests and modules. I settle on package_ensure since it's already
widely used.

Tempest

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
