Takashi Kajinami 3d58688954 Load libraries in a single place 
This change refactors how the dependent libraries are loaded during
unit tests, and load the libraries in the base spec_helper to avoid
duplicate and redundant implementations.

Overview

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
