Takashi Kajinami 7feba89f3f Fix unit tests for plugin package management 
- The whole test cases were ignored

- python3-aodh-tests resource is never declared

- available packages are different according to operating system

- neutron_available toggles only the neutron-tempest-plugin package and
  does not affect the packages for optional pluginske l2gw.

Overview

Module for installing and configuring tempest.

Tempest is the test suite that can be used to run integration tests on an installed openstack environment.

This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
