It turns out that this is the the default value provided by tox: https://tox.readthedocs.io/en/latest/config.html#conf-install_command So we can remove the line and simply use the default value. Module for installing and configuring tempest.
Tempest is the test suite that can be used to run integration tests on an installed openstack environment.
This module assumes the provisioning of the initial OpenStack resources has been done beforehand.
