Steve Baker 94f13e6608 Ensure hiera step value is an integer
The step is typically set with the hieradata setting an integer value:

  {"step": 1}

However it would be useful for the value to be a string so that
substitutions are possible, for example:

  {"step": "%{::step}"}

This change ensures the step parameter defaults to an integer by
calling Integer(hiera('step'))

This change was made by manually removing the undef defaults from
fluentd.pp, uchiwa.pp, and sensu.pp then bulk updating with:

    find ./ -type f -print0 |xargs -0 sed -i "s/= hiera('step')/= Integer(hiera('step'))/"

# [*docker_namespace*]
# The namespace to be used when setting INSECURE_REGISTRY
# this will be split on "/" to derive the docker registry
# (defaults to undef)
#
# [*insecure_registry*]
# Set docker_namespace to INSECURE_REGISTRY, used when a local registry
# is enabled (defaults to false)
#
# [*registry_mirror*]
# Configure a registry-mirror in the /etc/docker/daemon.json file.
# (defaults to false)
#
# [*docker_options*]
# OPTIONS that are used to startup the docker service. NOTE:

# Defaults to '--log-driver=journald --signature-verification=false'
#
# [*configure_storage*]
# Boolean. Whether to configure a docker storage backend. Defaults to true.
#
# [*storage_options*]
# Storage options to configure. Defaults to '-s overlay2'
#
# [*step*]
# step defaults to hiera('step')
#
# [*configure_libvirt_polkit*]
# Configures libvirt polkit to grant the kolla nova user access to the libvirtd unix domain socket on the host.
# Defaults to true when nova_compute service is enabled, false when nova_compute is disabled
#
# [*docker_nova_uid*]
# When configure_libvirt_polkit = true, the uid/gid of the nova user within the docker container.
# Defaults to 42436
#
# [*services_enabled*]
# List of TripleO services enabled on the role.
# Defaults to hiera('services_names')
