Brent Eagles 9aedd84c7f Remove selinux relabel mount option for neutron ...

Neutron agent processes launched in containers are failing with
 "Error: relabel failed "/var/lib/neutron": \
  SELinux relabeling of /var/lib/neutron is not allowed"
