Takashi Kajinami 214970b2d3 Migrate setup configuration to pyproject.toml 
... and fix a few problems with current setup.cfg .

 - Add a few classifies used globally in client libs
 - Fix conflicting name of osc extension
 - Use _ instead of bare space for osc command entry points
