Sean McGinnis b3041b1bf1 Fix build error due to doc warning and l-c 
Warning generated due to title line being too short. With warnings
now being treated as errors, this causes docs builds to fail.

Lower-constraints also out of sync with actual versions used in
requirements files causing requirements validation errors too.

Due to Zuul job changes, need both changes together to get things
to pass.
