Ilya Tyaptin a587581e02 Add HTTP proxy support to ceilometer client

There is a need for HTTP Proxy support in Ceilometer client
It's used in the case when Ceilometer API is not directly available
Proxy url is taken from environment variables http_proxy or https_proxy

Implements: blueprint proxy-support

Python bindings to the Ceilometer API

This is a client library for Ceilometer built on the Ceilometer API. It provides a Python API (the ceilometerclient module) and a command-line tool (ceilometer).

Development takes place via the usual OpenStack processes as outlined in the OpenStack wiki. The master repository is on GitHub.
