Chaozhe.Chen 066c9564fb Fix client V3 unscope bug ...

Client V3 will get unscope auth as no project provided. Unscope auth
will make client get empty catalog back from keystone.

This backport from ceilometer-client patch[1] and I verified it in my
devstack.
