Stuart McLaren 71d97836f8 Create functional test base
This will allow adding 'check-glanceclient-dsvm-functional' tests in
the gate, similar to:

 * check-novaclient-dsvm-functional
 * check-keystoneclient-dsvm-functional
 * check-neutronclient-dsvm-functional
 * etc
