Move required modules from oslo-incubator

Move the required module to heatclient/common.

- heatclient/openstack/common/apiclient/base.py

It also moves some required functions and exceptions from
heatclient/openstack/common/cliutils.py and
heatclient/openstack/common/exceptions.py.
