chenying 0d9611ba9b Add OpenStackClient plugin and plan list ...

This patch adds dataprotection support to the python-openstackclient
through a plugin.

The support can be demonstrated through the implementation of
the karbor command plan-list which is now:
    openstack dataprotection plan list
