Base OSC plugin support

Enable magnumclient OSC plugin support.
This patch set does the following:

 - Establishes OSC plugin structure for commands and unit tests
 - Creates the OSC plugin
 - Adds OSC to test-requirements.txt

This fixes are mainly copied from python-neutronclient.
