Theodoros Tsioutsias ea7c571162 Add nodegroup list/show commands
This adds the commands needed to list and show nodegroups in a
cluster. Specifically the commands added are:

* openstack coe nodegroup list <cluster>
* openstack coe nodegroup show <cluster> <nodegroup>
