Theodoros Tsioutsias 8106c5ff00 Add nodegroup CRUD commands ...

The commands added are:

* openstack coe nodegroup create <params> <cluster> <nodegroup>
* openstack coe nodegroup delete <cluster> <nodegroup>
* openstack coe nodegroup update <op> <params> <cluster> <nodegroup>
