Ashley Rodriguez bbfd7d5468 Metadata for Share Snapshots
Introduce MetadataCapableResource and
MetadataCapableManager to abstract away
metadata operations for a resource and
collections of resources in the manilaclient
SDK. Extend these into OSC capabilities
where appropriate. Bumps max microversion to 2.73.

In this change:
1) Shares
2) Snapshots
