Chen d090ea2751 Remove PyPI downloads 
According to official site,
https://packaging.python.org/guides/analyzing-pypi-package-downloads/
PyPI package download statistics is no longer maintained and thus
should be removed.

Python bindings to the Neutron API

This is a client library for Neutron built on the Neutron API. It provides a Python API (the neutronclient module) and a command-line tool (neutron).
