Richard Theis d63a92a55f Base OSC plugin support ...

Enable neutronclient OSC plugin support.
This patch set does the following:

 - Establishes OSC plugin structure for commands and unit tests
 - Creates the OSC plugin
 - Adds OSC to test-requirements.txt
