b675ca4f7f Sync latest openstack-common. 
This fixes an issue when trying to run install_venv from within
the source directory.

67bba28ed1 Use install_venv_common.py from oslo. 
This syncs install_venv_common.py from oslo and reworks the
tools/install_venv.py script to use the new library.
