Stephen Finucane d22f26446a compute: Prevent use of conflicting v*-fixed-ip for 'server create --nic' ...

Currently this check is handled by novaclient. In the future, we won't
have that so we need to do it ourselves. Do so now, fixing a typo along
the way and adding tests to prevent regressions.
