Doug Hellmann 83fc3295e9 Update README to work with release tools

The README file needs to have links to the project documentation and bug
tracker in a parsable format in order for some of the release tools
scripts to work (particularly the one that prints the release note
email).

Python bindings to the OpenStack Sahara API

This is a client for the OpenStack Sahara API. There's a Python API (the saharaclient module), and a command-line script (sahara). Each implements the OpenStack Sahara API. You can find documentation for both Python bandings and CLI in Docs.

Development takes place via the usual OpenStack processes as outlined in the developer guide.
