Marios Andreou 4eebacfb8f Add missing consumer_job variable to Ussuri zuul layout ...

This was posted as part of the cherrypicks at [1]. However
unlike other branches Ussuri does not have a bunch of overrides.
Instead this just adds the missing consumer_job variables.

Part of wider tripleo-ci optimisation at [2].
