ramishra 4b0b290ec1 Fix node delete to not use overcloud plan 
This also moves some helper functions from tripleo-common
mistral action to utils.py. A subsequent patch would
cleanup the mistral actions in tripleo-common.

Closes-Bug: #1915780

About tripleoclient

General information

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
