Rabi Mishra 4e5328b1b3 Bump hacking min version to 3.0.1 
flake8 new version 3.8.0 added new pycodestyle with new rules.
The new hacking version 3.0.1 caps flake8<3.8.0.

General information

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
