[queens] Migrate to content provider jobs/templates 
This change migrate jobs/templates to content provider
jos so consumer jobs can use resources built by provider
jobs.

tripleoclient

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
