Bogdan Dobrelya 8e74cd78d3 Fix net_config_override 
Make rel paths evaluted in the USER_HOME, like
it is done for the hiera overrides file.

Fix j2 context mappings for config opts failing back
to the heat params.

Rework j2 imports.

Closes-bug: #1779916
