James Slagle 0f9fbfa58d Add HeatPodLauncher ... Add a new subclass, HeatPodLauncher to launching an emphemeral Heat within a podman pod. The pod contains separate processes for Heat API and engine, allowing for multiple engine workers (defaults to cpu logical core count / 2). The pod makes use of the undercloud's already installed database and message bus.
