Alex Schultz cca24538d4 Expose timezone configuration 
This change adds an undercloud_timezone configuration that can be used
to configure the timezone when we install the undercloud.

tripleoclient

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
