Alex Schultz f335b9e040 Move tests to tripleo deploy 
After refactoring the deployment command, the tests should be migrated
to the tripleo deploy command tests. Additionally some of the utility
functions have been moved to tripleoclient.utils.

tripleoclient

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
