Takashi Kajinami 0f46b544e5 Remove CLI support for v1/v1.1 API ...

Messaging v1 API and v1.1 API were both deprecated some time ago and
are no longer enabled unless these are explicitly enabled by
the enable_deprecated_api_versions option.

This is the first step to drop v1/v1.1 API support and removes all
usage via CLI commands.
