Make python runtime more production-ready. Actually, the docker image
has been built and used in Qinling gate job.

Usages of following resources are limited(for at least python runtime):
- cpu
- process number
- file descriptor
- file size

Keystone session can be used directly in user function to access
OpenStack services.
Include openstack clients in python requirements as well.
Add a python function example.
