Optional parameter "endpoint" is added to deployment configuration

This patch adds optional parameter "endpoint" to existing deployment
configuration, so we can (if required) explicitly set keystone
management_url.

This fixes issue of unaccessible management_url for FUEL cluster.

Also, there is a SLA check removed from rally-neutron.yaml
HeatStacks.create_and_delete_stack scenario since it works unstable
