Andrey Kurilin f89f962057 Introduce NeutronService helper 
This helper is a way to unify the way of usage Neutron API and remove code
duplication.

 - NeutronWrapper was developed with a compatible to NovaNetworkWrapper
   interface. This means a lot of limitations that was introduced from
   the beggining
 - NeutronUtils was build on top of Scenario plugin class that makes it
   hard to be reusable from context objects
