Boris Pavlovic e77ebf0590 Ceilometer Samples Context should wait until samples are processed
- Ceilometer doesn't process data imediatelly so it makes sense
  to wait until data is processed

- Use UUID for resource ids

- Reduce amount of resources that are created in CI for get_stas scenario
