Andrey Kurilin 1694ddc50e Keep CI up-to-date 
* Fix CI job that check rally installation with CentOS 9. Previously it
  used CentOS 8 node :)
* Start using Ubuntu 22.04 LTS as much as possible
* Use python 3.10 by default for most tox envs
* Fix issues with new hacking&flake8
* Rewrite the way of preparation for tox
