Yaroslav Lobankov 043b2ae214 Possibility to read OS_INSECURE and OS_CACERT env variables ...

Rally can create a deployment, using env variables like OS_USERNAME,
OS_PASSWORD, etc. But OS_INSECURE and OS_CACERT are missing for some
reason. So this patch is intended to fix the issue.
