Sergey Skripnick f752ac9add Reorganize test module structure
Moved test modules:
 tests/             ->  tests/unit
 test_ci/           ->  tests/ci
 tests_functional   ->  tests/functional
 rally/hacking      ->  tests/hacking

Add testing read me file
