xstatic packages: first release via the releases repo

This commit releases the following xstatic packages which did not
use the releases repo in past releases. Corresponding deliverable
files are newly added.

- xstatic-bootstrap-datepicker
- xstatic-hogan
- xstatic-jquery-migrate
- xstatic-jquery.quicksearch
- xstatic-jquery.tablesorter
