Release freezer-web-ui for Ussuri

RC1 release for freezer-web-ui. Please +1 if things are
ready to go, or -1 if the team needs a little more
time. If so, please update this patch with the new
commit hash to use when ready.

If no response, this patch will be approved soon
after the April 23 deadline.
