Subject: [PATCH] Move 2023.2 Bobcat's EOL date away from Epoxy release

Bobcat's estimated EOL date is too close to 2025.1 Epoxy release date,
so to give a break for project teams and leave some room for the final
Bobcat releases + move it to a much calmer period of the cycle, let's
shift it to 4 weeks after 2025.1 Epoxy release.
