Remove failed rocky-eol release from tripleo-ipsec

tripleo-ipsec rocky-eol tagging is failed (however the release patch
got merged) due to missing configuration settings, which is now added
to tripleo-ipsec [1].

This patch removes the release from the the yaml and then another
release patch can retry the release again.
