Release puppet-ceph 2.6.0 and branch stable/mimic

Releases 2.6.0 for puppet-ceph which is then used to
cut the stable/mimic branch now that Ceph Nautilus is
out and we need to work on that.

Next release that supports Nautilus should start on
atleast 2.7.0 so that we have some space for Mimic
bugfixes.
