Release openstackdocstheme 1.24.0

Browse Source 
- If you use storyboard via ``use_storyboard``, now only ``repository_name``
is used and not ``bug_project`` anymore to construct the URL for storyboard.

- Fix the generated URL.

- Fix the project-navigator link
