Add dates for 2026.2/Hibiscus elections

Publishing this information on the release
calendar so that we can avoid people missing the
call for nominations that we usually do later
in this 2026.1 cycle.

Election dates were proposed via
I80f637c49d4e065fb2dff071daf1d651328226f1

Note that only cycle weeks starting on or after the
election event start date are included in the schedule
