Release horizon 18.0.0 (ussuri)

Since the last release, horizon dropped python 2.7 support completely.
The min version of Django was also bumped from 1.11 to 2.2 and
Django 1.11 is the last Django relase with python 2.7 support.
Python 2.7 drop is a backward-incompatible change,
so the major version is bumped.
