Subject: [PATCH] Release Neutron 23.0.0.0b2

This release fixes the error in [1]. 23.0.0.0b1 was supposed to release
Neutron with hash 9319ba00a986e693eeb4707055aa53111601e7c8. Instead of
that it was released with hash 92766c85b642bdece24c629625bf80050882c797
that matches 22.0.0.0rc1.

Once merged, 23.0.0.0b1 should not be used.
