EOL Magnum up to Xena

The supported Kubernetes version in Xena is v1.21.x, which has been EOL [1]. The Magnum team is unable to support Magnum for unsupported Kubernetes version. Change-Id: Id10f32f8a0e2001e4d299fa929d2f26debd91d00
